Condo and HOA Gutter Cleaning in Orange County
When one roof covers several homes, one clog can affect all of them. Rules about who arranges the work matter as much as the debris.

One roof, many neighbors
On a townhome row or a condo building, a gutter run often crosses unit lines and drains through a shared downspout. A clog in one spot can send water over the edge above a neighbor's door, so the question of who is responsible for the roofline is practical, not abstract. Associations usually decide this in their governing documents, and the answer differs from community to community.
Orange County has a long list of larger communities; the county-level listing includes places such as Pine Hills, Alafaya, Horizon West and Hunter's Creek, and some of these communities may have associations of their own.
What the law says about hiring
Florida statute 720.3075 says an HOA cannot require a hired worker to prove licensure to enter a parcel (Fla. Stat. 720.3075). That is narrower than it sounds. It does not remove an association's other rules about access, insurance paperwork, or approved hours, and it does not say anything about what vendor you must choose. Read your own documents, and ask the board in writing if the point is unclear.
On licensing in general, the contractor definitions in Fla. Stat. 489.105 do not use the word gutter, though roofing repair is within a roofing contractor's scope. This is not legal advice, so verify with the state licensing board if the job involves roof work.
Timing around the wet season
Associations that schedule maintenance by calendar may group gutter work with other spring tasks, so that roofs and downspouts are clear before the wet season begins in roughly June. Board meetings and vendor approvals can take weeks, so the lead time matters more than it does for a single-family owner.
When you request a quote, say whether you are an owner, a board member or a property manager, and how many buildings or units are involved. We scope multi-building jobs after we know the building count, and an association may want a written estimate before approving anything, so mention that up front.
